Cesar Petrescu

I’m Cesar.
I build software and the infrastructure behind it.

I’m a system administrator at RADIOCOM and the founder of PhotonSpark, based in Bucharest. My work takes me from networks and servers to the applications running on them.

This is a collection of things I’ve built, problems I’ve worked through, and ideas I’m exploring next.

A few things I’ve built

Explore all projects

Different kinds of work, from an open-source tool to systems I’m responsible for operating.

Ledger

Open source · Go, PostgreSQL, MCP

Giving AI assistants a memory they can share.

I built Ledger so project history, decisions and handoffs can survive a change of assistant. It gives MCP clients a shared record, with hybrid search, OAuth, research workflows and native clients. It also coordinates a daily news pipeline with deduplication and consolidated digests.

Inside Ledger

PhotonSpark Hosting Platform

Infrastructure · Kubernetes, Go

Building the platform that runs my own sites.

I built the path from a Git commit to a running application: builds, deployments, health checks and rollback. PhotonSpark’s sites run on it, so I also operate the system I designed.

RADIOCOM Operations Suite

Internal software · FastAPI, React, PostgreSQL

Replacing spreadsheets with a tool the team uses every day.

I built an internal platform for clients, contracts and support tickets. It is used by RADIOCOM’s NOC and Call Center teams, bringing the work into one place with permissions and live updates.

Adastrion Core

Deployed · Self-hosted chat and coding agents

Keeping conversations, code and agent work in one place.

I built a self-hosted workspace for Pi and DeepSeek Harness agents, with persistent projects, isolated coding sandboxes, browser tools and an embedded editor. Coordinators delegate work to agents whose changes can be reviewed and integrated.

How I got here

From starting PhotonSpark at 16 to building and operating systems for other people.

I started PhotonSpark at 16, and it became a company in 2022. Since then, I’ve built its infrastructure across hosting, distributed email, storage and self-hosted AI. Running it has meant taking responsibility for the software and the systems underneath it.

At RADIOCOM, I’ve deployed a nationwide VPLS network and built an operations platform used daily by the NOC and Call Center teams. It’s work that connects network engineering with the practical needs of the people using it.

I’m also studying computer science at POLITEHNICA Bucharest and teaching CCNA at Hackademy. Alongside that, I build open-source tools and enter hackathons, with projects ranging from voice-based workspaces to a maze-solving robot.
