Electrical Age port

Bringing a Java/Kotlin circuit-simulation Minecraft mod to newer game versions

I ported Electrical Age from Forge 1.7.10 through 1.12.2 to NeoForge 1.21.1. The work carries a circuit-simulation mod across successive Minecraft and mod-loader generations.
